Atmanirbhar Bharat Part-3 Highlights| 15.05.2020

Smt. Nirmala Sitharaman and Mr. Anurag Thakur held the press conference today at Delhi to discuss and make announcements of the Atmanirhar Bharat package part 3 version. The Topic discussed in Atmanirbhar Bharat tranche 3 in- Agriculture, Animal Husbandry, Fisheries, etc.

Before the announcement Smt Nirmala and Mr, Anurag draw attention to additional steps taken during COVID 19, for Agriculture, Animal Husbandry, and Fisheries.

The following are the main highlighted accouncement-

For Farm Gates Infrastructure for Farmers total 1lakhs Crore Agri Infrastructure Fund. This will benefit to primary Agriculture Cooperative Societies, Farmer Producer Organisation, Agriculture entrepreneurs, startups, etc.

A scheme of Rs. 10000 crores for the formalization of Micro Food Enterprises (MFE). It is beneficial for existing micro food enterprises, farmer producer organizations, self-help groups, and cooperatives. Its a cluster-based approach and promote the vision “Vocal for Local with Global Outreach”. For eg. Assam’s Bamboo Shoots etc. Also, it will improve health and safety standards, integration with retail markets, improved incomes.

For Fishermen Rs. 20000 crores are announced through Pradhan Mantri Matsya Sampada Yojana (PMMSY). This scheme is focusing on Islands, Himalayan states, northeast, and aspirational districts. Breaking the package, Rs. 11000 for activities in Marine, inland fisheries and aquaculture, and Rs.9000 for Infrastructure (Fishing Harbours, Cold chain, Markets etc.).


National Animal Disease Control Programme for Foot and Mouth Disease (FMD) and Brucellosis launched with a total outlay of Rs. 13343 crores. It will ensure 100% vaccination of FMD.

An animal Husbandry Infrastructure Development Fund of Rs, 15000 crores will be set up. Govt. will gives incentives for establishing plants for the export of dairy products.

In the Next Two Years, the 10Lacs hectare area will be covered under Herbal Cultivation with an outlay of Rs. 4000 Crore. This will generate around Rs. 5000 crores income for farmers.

Govt will implement a scheme, with a small amount of Rs. 500 crores which will be utilized as Beekeeping initiatives. Since Beekeeping is a livelihood supporting activity for rural areas, therefore, it is assumed that 2lakh beekeepers will be benefited.

Operation Greens will be extended from tomatoes onion and potatoes (TOP) to all fruits and vegetables (TOTAL), which will be a Rs. 500 crore project.

The government will amend the Essential Commodities Act. 1955 to enable better price realization for framers. This will help farmers during a situation similar to COVID in the near future. , where lots of stock is abundant or has to sell at a low price.

Marketing Choices to Farmers will be provided by Agriculture Marketing Reforms. This will help the farmers who were bound to sell the products to licensees in APMCs. A central law will be formulated to provide adequate choices to the farmer to sell produce at an attractive price, barries free interstate trade, a framework for e tendering to farmers.

The facilitative legal framework will be created to enable farmers for engaging with processors, aggregators, large retailers exporters, etc. in a fair and transparent manner. Risk Mitigation for farmers assured returns and quality standardization shall form an integral part of the framework.
